I have listed below specific files where information regarding Ziel Nrs are to be found.
In addition using the search term "German Air Force Target Dossiers" will return results. However, a large number of these are not available to download e.g. those for Italy.
Target Dossiers Pertaining to the British Isles, 1938–1945 will return a list of UK target dossiers each containing a number of documents with various levels of detail including Ziel Nrs for the item plus codes for nearby targets. If you are interested in UK airfield layouts there are numerous entries containing recce photos and plans. Note that these docs have higher resolutions than those offered by the UK Imperial War Museum digital catalogue.

071 - 172 - Lagebericht - it is worth going through these (which cover 1939-Nov 1941) as they contain references to Ziel Nrs both in the main body and within the Anlage.
